Steffan Aquarone, Lib Dem County Councillor for Melton Constable has written to Norfolk Chief Constable Paul Sanford urging the force to invest in training officers to combat the rise of speeding in rural villages.
Steffan Aquarone said, "The number of officers able to use handheld speed guns is falling. Experienced police officers retire - but new ones aren't trained in how to use them.
"They also need training for roadside breathalysing. There are only three authorised trainers for speed guns in the whole of Norfolk!"
Councillor Aquarone pointed out that the Police and Crime Commissioner had set out the priorities. "We now need to action them. There needs to be more investment in police training to carry out these vital enforcement duties."
